As the title says, are we getting 40 character slots like other servers?

Hopefully. This was already petitioned quite some time ago by HaulJensen(CMIIW) in CC forums. With the addition of spin-off characters and the upcoming Oracle Elder considering they're available during a limited time only, character slots are becoming an issue now.

I actually have to delete some characters only to have a slot for Ray Mechanic, so yeah, hoping we have an increase in character slots.
