Nope, TW is only applicable to some cash items not in ingame items.

Rule of thumb to use TW: If it is server storagable cash item, then most probably it can be used.

What kind of plates, epic plates can be server storage, skill plates , unique plates no . all plates are ingame items. and all plates can be sealed once using sealed stamps if your the one who crafted it . of course chaos plate cannot be sealed. plates are not cash items.
