can you upgrade the patch ver where the epic 95 item can evolve into tier1 hero mede? i mean in the blacksmith, i watch it on KDN they can evolve 95 items other than runes equips using armor converter (purple colored jar)

No you can't do that, you should be waiting for future announcement regarding new patches. The one you have watched may be implemented in SEA in the near future.
