Can't expand item slots any further

I received the special gift that included an adventurer's pouch, and I only have 3 rows left and it won't let me apply it because it "cannot be expanded any further". I'm not sure I understand the issue, if it's supposed to give me more than I have room for, why not just round down? If I've used up the "max" amount of adventurer's pouches I can use on this account, how is there still more inventory space left?
