Not sure if this is the correct area to post this, but here we go...
My friend, Horsea, won the "To my side, Buddy!" event and thus both her and I received the winter costumes/skins as prizes. However because they were delivered to us in an EC box as a set we were unable to choose the skill that applied to our weapons. If you purchase the same costume in the cash shop, before you even get the costume, you must choose a class skill to apply to your weapon. We were never given that choice.
I thought at first perhaps it automatically applied the skill based on my class, and that I'd get charge shot +1 for being a sniper, but upon inspection I realized it simply is missing the skill.
Here is a picture of my longbow skin (on the left) vs a longbow skin that does have the class skill/boost effect on it.
The same problem applies to my friend's spear skin as well.
