Theano cannot use enhance transfer

lvl93 Theano gears cannot use enhance transfer, I'm not sure it is a bug or ED doesn't want us keep using enhance transfer function, but in other servers, Theano is able to transfer and be transferred.
If only DNNA cannot use that, it's unfair.

Expected result: Fix the bug, make Theano can transfer
Actual result: none
Temporary Solution (work-around): none

Proof: see pic, when I put any Theano gear in the enhance transfer window, it shows "The enhancement cannot be transferred to this item"
