"A Strange Helper" - side quest bug

I'm up to the part of the quest where I have to talk to Norfe in Rhadames, but the NPC doesn't exist anymore. He's not there regardless of being in a party or not.

I think it is rng rn whether hes there or not. Just keep a look out for him whenever you go in there.
