Cannot make a Chronicle Character

I just deleted a normal character to make a Chronicle Character, and I wasn't able to make one because the button wasn't there. I never had a Chronicle Character before, and I did have a Level 1 from before the update, and the event ends on the 24th. I just want the rewards T.T
