Mechanic Skills Bug Help

Hi I'm having an issue with 2 of my skills that I cant learn for some strange reason "Lasernator" and "Quicks". Yes I have the points to learn but it doesn't show the + sign to learn it so I'm stuck. Can anyone help me on this issue or I can learn my Ray Mechanic skills :c

Those skills cost 3 sp to get.

Level up again and you should be ok to get at least one of those two skills.
