This person is using someone else's IGN with some modification ('e' instead of 'a') and pretends to be that person to scam other players. He claims to gift Cash items in exchange for gold but disappears once he receives the gold.

I really hate to break this to you, but GM tips (bit of advices you see whenever your screen is loading up) have made it clear that:
“It is illegal to trade cash items outside of the Trading House”
I suppose you don't really pay attention to that... Regardless, there's nothing that can be done to recover your gold since 1) you lost it due to your own mistake, and 2) you yourself have violated the rule. -
If you want to be technical, they don't explicitly forbid users from gifting cash items in exchange for gold. Instead, it is more of a "at your own risk thing" and is highly discouraged because of problems such as this. While it is possible to get the scammer banned with a 1:1 inquiry provided you have sufficient proof, the items or gold however will most likely be gone as such trades are done at your own risks and not through the TH.Comment
