Elestra's Glacial Field and Ice Barrier

I dont know why is this bug still not being fixed yet, its been like, idk,, years????,

this bug irritating me so much as elestras player,

sometimes when i uses glacial field, the skills got into cd and the animation of glacial field appear, but the skills neither deal damages nor the three ice sphere can be used, its so much irritating, also the ice barrier sometimes goes into cooldown but it doesnt provide the buff,

i believe this is not only because of lag due to the frequency of the bug appears.

Is there a specific way to trigger the bug to make it happen? If yes, posting this information will help solve the bug.

i dont know the trigger, if i know the trigger, i would have been avoiding the trigger,
