    Tempest's Hurricane dance skill description mentions that it Ignores blocks and prohibits skill use in PVE

    However, after one of the recent patches, this skill no longer ignores blocks when the opponent uses a block skill

    Observations of failing to ignore block:
    - Hero Battlefield -> Geraint's AutoBlock, Terramai's active block, passive auto block
    - Any dungeon -> any monster with a shield equipped and triggers an auto block
    - Dark Banquet -> Shadow Cleric 's active block, passive auto block

    Also, the effect of "prohibit skill use" is also not working as it does not apply a debuff like "silence" to the target, but more of a continuously flinch to the target to make them unable to use skills.
    As such, targets with very high SuperArmor are able to continue casting skills so long as their SuperArmor is not broken, which totally defeats the purpose of this skill and does not fulfill its description in the skill tooltip.

    In the past, (except for bosses that have immunity to silence), any target that can be debuffed with this "Silence" debuff could truly not cast any skills, which is the correct and intended application.

    Please fix these 2 problems for Hurricane Dance.

    Oh my...why in PvE? That bug deserves to be in PVP permanently
