I disassembled +14 desirous Theano axe and i didnt get any fusion cubes
its guaranteed to get 16 cubes in +14 right ? is this a bug? or sometimes i cant get cubes in disassemble?

Before Jube patch, I was got 16 cube from Obsession Theano.
not yet try this path (current item is +13 desirous Theano Scimitar and try to +14 by enhance hammer)

Did you get other items? Based on experience, if the disassembling gives you an Abundance or an Ultimate Talisman, there will be no Fusion Cubes.
I experienced such multiple times disassembling +12 Theanos. I don't know about further enhancement levels as I don't have the guts to try.

So it's true , if you get trash abundance talisman you won't get fusion cube , someone dispute my warning of getting trash abundance talisman instead of fusion cube saying you can get it together from other thread.

If you check the possible reward on the disassembler window, as long as the fusion cube is not alone (e.g. w/ abundance talisman or ulti talisman) along with the fusion cube it is not 100% fusion. You can't get all the stuff there, it is RNG and those listed are the POSSIBLE rewards.
