Bleed Phantom cant use skill

I encounter skill bug/ cant use skill on my BP especially Speedy Cut and Shadow Overdrive (Main damage).
Before update i encounter them once every around 10 runs now i encounter them once per five runs....

Can you help me how to fix this bug?

the speedy cut bug has been there ever since BP came out.....its a shitty bug that doesn't let you use the instant 3 huge shurikens when you really need it they never fixed it
