Bug quest cant talk to npc

I was trying to get the sparkling title but on the last stage, i cant talk to Chief wolf pound

Mission : Bamboo forest sweethear, Seeing is believing

Same here I think this is bugged see the red circle I put on the arrow? It is pointing downward while in fact I am already talking to the NPC. no matter which position I place my char the option for quest won't how.

At least read the notice on the main web site , they promise to be fixed next patch.
