Unable to equip Fellowship Heraldry

Cant equip fellowship heraldry in the extra slots, it says unable to equip item, but in the description of 3 slots you can equip all types of hraldry. Please help thank you.

Equip an orange one first then overwrite it with the purple one.

Current patch it is bugged that fellowship heraldy cant be equipped even with the trick

F*** dont know its bugged, I just removed mine. Its so frustrating ..
