Is this Bug or not Implemented Yet?

Ok it says that upon the launch of 95 cap it is part of the changes.
The question is when will it be implemented?
I tried leveling about 5 chars already and this achievement reward didn't even have a pop up that I reached the said achievement.
Even rewards, Na-da. Nowhere to be seen.

It is either bugged or not implemented yet, no one is able to get the rewards.
