problem with the launcher. oledlg.dll

i've downloaded clean copy of the game then install it. When im running the launcher i came with this error.

That's a Windows file, you don't need to reinstall your OS, there are guides online to download and fix.

Checked the said file, it was hardlinked and had two locations. Using sfc and dism might be a good idea on this.
