Unable to Create Forum Account

I am posting this in behalf of my friend. She said that she wants to join the forums but alas upon creating. she encounter an error saying that the admins have locked account creation. Is account creation really disabled. If so when will it be activated again? If not then kindly look into the matter.. thanks

My guess is she tried to sign up while at the SEA forum? I suggest try it while at the main page of the forum: forum.dragonnest[dot]com.
