Orbs exi crest bug... or not?

I've tested the dmg with and without a +20% dmg crest and the instant receives the same damage, whereas the ex shows an obvious 20% increase in dmg.

I know this issue has already been brought up but I just want to know if it's meant to be like this or a bug? or no one really knows?

Yeah it seems damage crests aren't affecting quite a few instant skills in 93 cap. It might be a change they added with awakening that we didn't know about or a bug with the current client. For now I just stopped using the torbs dmg crest until I hear of a fix to it. :/
