Guild contents permission

Can someone explain what the "Use guild contents" permission restricts. There's the guild tablet which is guild contents and also sealed dragon gem. I know it's for Veteran ranking and up.

If you give your players Guild contents permission then they will be able to use tithe guild point aquired to lvl up the guild tablet. I keep that off so no one can stop our guild from lvling up quickly.
