Why can't I make a Chronicle Character?

Is any one having issues with trying to make a Chronicle character? The only thing that the Chronicle Event page mentioned is that the rewards for Chronicle Characters hitting 93 / running certain Nests ended on the 24th. It never said any thing about not being able to create a Chronicle character after that point.

It said Chronicle event was time limited and it was pretty obvious it would end after the patch. Not that hard to figure out.
