Unable to open cash shop error

I can't open cash shop after today patch, I tried every char on my account, it always shows "unable to open cash shop" message, anyone got same problem and know how to fix it?

Try restarting the client.

Nothing works, I tried restarting the client and my PC, I even tried reinstalling the client (well, its the old client installer from Cherry Credits which is v227 with all manual patch up to v236 and used all manual patch from Eyedentity site up to v240) but still unable to open cash shop. I want to try download and install the new client, but I'm not really sure if it's client issue or anything else.
