Bug on getting hero skill for completing veteran quests

I am a veteran player and start to playing again. I found a bug on getting the hero skill for completing the veteran quests. I know that you should meet Gerraint at Red Lotus Street and take the 'Dreamcatcher' quest, but I can't find him there.
Is this a bug or the quest just moved?
