Bugged or Error?

Yesterday, I took the Oblivion Contract via special storage. Unfortunately, I can't use the contract for some reason and I can't reset my skills(error on photo shown). Since the day after the maintenance, I was having problem with this error. Please help me. IGNIanaLean
