I tried to click abandon the quest to retake it but cannot receive the quest again either.

cannot progress the final Main Quest Impeding Threat ch23
I talked to Rose inside Ark Lower Hold Hologram Control room and she did not give me rewards. The quest says I can go back to the quest room via Rose NPC inside Ark Crash Site but I cannot see Rose NPC in Ark Crash Site. I saw only Elf NPC which sells tickets to Bone DN and 2-3 Elfs NPC. I went back to Ark Crash Site and SilverWind with FTG and I cannot continue the quest.
I tried to click abandon the quest to retake it but cannot receive the quest again either.
