For the unique tech accessories, are they crafted from the epic techs?

And if they are, will it just become an upgraded version of the epic one?

For example, I have the 3k int necklace. If I make it unique, will it be a better version of it or a random stat distribution?

Yeah, it does use the Epic tech acc as mat, and upgrade it to better stats. It doesn't randomize your accessory's stats, it will just upgrade.
