Chronicle Characters no longer create-able?

I dont know if it was a limited time thing or what but are Chronicle characters not able to be made anymore? I didnt get the chance to make one back when the update first came out but I dont see anyway to make one

They took the chronicle character creation away after the event ended, yes.

I assume they'll re-add it when they want to do another chronicle event.

The event only lasted for the month before the next update. It was taken away on the 24th.
