My ripper with madea set+10 have almost the same attack power with my RM with neris+10. does this mean that RM is always stronger in terms of dps ?

I think your question is in terms of stats. Do note that RM has higher attack % from skill, while Ripper is compensated with higher fire attack % from skills. In this sense, both are "equal."
Ripper benefits from stacking both STR and AGI. However, with the current jade system, that is quite difficult.
