To answer your question, skill reset is only given whenever there's a class balancing. There's no changes for April patch, so there's no reason to give one.Comment

You can get an Unlimited Oblivion Scroll once you reach Journeyman Knight rank (single, brown-colored diamond) in Colosseum. This will allow you to reset your skill build as much as you want for 24 hours.
But seriously, don't expect to get free stuffs all the time. You're making Loffy the Beggar looks like a philanthropist. Just buy a Skill Tree Expansion from Cash Shop, it'll save you the trouble of having hybrid pve/pvp build.
