i saw some unique stuff with a overall costume how did they do that ? is that applicable with any overall costume ? can i also do that on epic/rare stuff ?

Yes, this costume is called Conversion costume. It allows you to apply any costume appearance for the current best stats, including overall.
The rates are no laughing matter; it is the reason each part costs 200-250k gold.
