Question about Hero medea interaction with the Enhancement event

up to +17 is 70% so with the event which is 30% that would add up to 100%?

is this correct?

I really think it is, but i cant assure you that is correct =x. By the way, the information about lvl 95 enhancement rate and also cost is here in the patch notes

It depends whether ED's ehancement % boost is additive or multiplicative. Additive means a direct +30% to all enhancement so that's 70+30= 100%. Multiplicative means 70(0.3)+70= 21+70= 91% enhancement rate.
