Bring Back +1 Duck Skill Up Heraldry

Machina players with high ping have a really bad time when trying to Ducking without this heraldry because we aren't able to do Duck>Rock away fast cause of Rock Away still on CD so it can be pretty disruptive for the gameplay, especially for Ruina. Regardless if is easier to get Steams with Machina right now, this +1 to Duck is extremely useful for players with high ping so it will be really nice if we could still apply this heraldry to Duck to improve our gameplay.
