i play NA too, They don't have that checkbox of DNP inside their Trading House / Market Place. However you can purchase cash items via DNP in cash shop only. You can't buy nor sell DNP using trading house. so yeah, rip and it's not temporary. rip hoarders and sellers.

This could be ED's answer to DNP hoarders / abusers. They might change #3 (I think this is the only one everyone is complaining about) in the future.
