RH rune accesory

any idea on how to get the accesory? i have RH character already but i didnt receive any rune accesory. is it for new RH? TIA

No, my RH lv 92 can get.

and also, you can't use it if you're not level 93 nor open the accessory box

Let's just say only lvl 80 + can get it because I'm lvl 83 and I got it.


but u cant open the chest until u reach the req level to open/use the chest which is 93
