Question regarding skill plate for RM

I'm quite confused regarding the skill plate for Dynamic Vortex. One option says "Reduces DV's hit damage by 70%". Can anyone give some of their insights about this? >.<

It basically means that while you are casting Dynamic Vortex, with that particular skill plate option equipped, you will reduce incoming damage by 70%. Do note though that the 'hit damage reduction' only applies WHILE CASTING Dynamic Vortex.

if you are going to equip it for your ray mechanic i would suggest give the slot for another useful skill heraldry, like a skill heraldry for multiflexer, its useful and its enhanced when you use your CM 3 by using stun grenade, then using multiflexer, this way it would track down nearby targets, like tracking arrows of the bowmaster class...
