i don't think this would be considered as a scam issue considering you were aware when this happened that this particular individual is trying to scam you using a fake account and renamed his account SpeedC in order to imitate a player's popular ign SpeedColie.
This is just a case of trying to frame someone. Also this is just a picture of messages via Discord, ED does not have rule over discord for any outside deals you do if it did not happen ingame, this is considered something of a "personal" matter than rather being related to any ingame scams.
You should instead try to contact 1:1 support and tell them your complaints.
